In Somalia, the federal government often faces different obstacles in every manner internally and externally, financial and security weaknesses are common in many countries, but unlike them, Somalia faces a motion challenge in every year.
From the era of President Yusuf every four years three cabinets were interchanging, it is unwritten law that no cabinet can exist more than one year, it means every prime minister has a one year contract to lead this nation, further extension depends on paying bribery and getting powerful alliance in the parliament..
The reason behind the parliament's motion against the prime minister
The transitional constitution of Somalia allows the members of parliament to be included in the cabinet, more than forty members enter each cabinet, it is a random selection, so the members whom did not get the chance in the first round they always organize and file a motion against prime minister and the cabinet to expel them, so they will get another opportunity to enter the new cabinet of the new prime minister, after one year others members also do the same to try their chance in the cabinet.
The matter is not how the cabinet's work is effective and efficient it is how i can take my chance in them, if the government is barely working and people are satisfied, they don’t care! They should submit the motion annually,
The motion challenge will exist until the constitution imposes restrictions on parliamentarians from being part of cabinet.
Somalia is a weak and recovering country that needs stability in politics and security to build its capacity and deliver services to its citizens, political crises in every year and conflicts between Parliament and the cabinet can disrupt the functions of the government.
